2005 Program Update

Last year, thanks to the financial support of NCWA members and project cooperators, NCWA successfully defended the right of individuals and landowners to release mallards in North Carolina. NCWA made written and oral presentations to the United States Fish and Wildlife Service (USFWS), North Carolina Wildlife Resources Commission (NCWRC) and the U.S. Department of Agriculture (USDA) in support of the program.

Starting this year, the USFWS will not allow the banding of released mallards. Upon completion of a comprehensive USFWS review of released mallard regulations this is the only change NCWA has been asked to make by the USFWS. The USFWS is concerned that the banding and release of over one hundred thousand released mallards each year in the Atlantic Flyway is negatively affecting the return rate of USFWS bands. This impacts the Serviceís ability to determine the survival rate of mallards in the Atlantic Flyway. Collection of accurate survival data is important to the annual process of setting bag limits and seasons. NCWA will comply with this USFWS request.

Membership & Services

This year the NCWA mallard project membership is $250. Services provided will include the following:

Year round waterfowl management telephone consultation

Mallard project advocacy at the state and federal level.

Web site band return information for all ducks banded and released between 2002 and 2004.

Periodic mailings on waterfowl management issues

NCWA Sponsor membership.

If a project cooperator requests an annual site visit there will be an additional $400 fee to cover the cost of staff and travel time.
